Belkin PureAV Speaker Wire

I just picked up 30' spool of Belkin PureAV speaker cable. I stripped the outer sleeve, and then each of the two inner sleeves, revealing the copper wires. However, in the center is a larger copper wire that is also covered by a sleeve.

Do I need to strip the sleeve around the single center wire?
