The arm looks a lot like the Player tonearm from VPI with a modified anti-skate mechanism... come to think of it, the platter and motor look like VPI components as well.
For what it's worth, the Player tonearm can be had from VPI for $200.
It does seem a bit odd to have the tubes physically affixed to the plinth like that. There are a number of issues this can introduce... this can cause issues with the cartridge picking up hum or causing magnetic interference, as well as introduce vibrations into the plinth which will cause resonance to the platter and motor directly.
...Better hope the plinth and motor are isolated and/or damped properly.
