I can't tell exactly what the problem is based on what you wrote but given that, it sure seems like a tonearm set up problem. I would start over again on the setup.

I own a Micro Seiki DD30 TT. I had stored it in a box for about one year since I moved. I took it out this weekend and set it up again. It works fine until it gets toward the end of the record, at which point it will start skipping and the arm will not advance anymore. It even gets rather noisy at times. I tried fooling with the anti-skate control but it does not seem to make any difference. It was working perfectly fine prior to the move. Any thoughts or suggestions will be greatly appreciated!
