Off the Shelf Substation...?

Any thought on this power conditioner? 240 line in to 120 out... Solid theory? Can this be DIY easily and total lightning protection is a weird by product.

It should work as well as any other of similar construction. Ask Sean, he has posted about DIY transformers numerous times in the past.
