RB600 Tonearm Spring Defeat - set to 0 or 3?

I have an RB600 and express machining counterweight and want to defeat the spring in the tonearm. I have read posts on this site that indicate the spring is defeated when the tracking force dial is set to 3. I'm confused, why isn't the spring defeated when set to 0? Thanks.
