tone arm balance and skate weight on project debut

I just purchased a project debut 3. I'm having trouble getting tone arm balance set. I set balance and down force and then install anti skate weight. when I install anti skate weight tone arm seem to be to light on cartridge end. I have checked to make sure turntable is level.
