Voltage Regulator

I live in an old apartment in San Francisco and I'm pretty sure my place suffers from voltage swings, dirty power, etc. I was also told by an electrician that, like most older buildings in SF, it's not grounded. I've been looking at the ExactPower 15A as a solution but it's quite expensive. I currently have an Audio Prism Foundation III for a conditioner and am fairly happy with it. I plug my amp directly into the wall. Are there any moderately priced units out there that would help with the voltage fluctuation? If so, would I be able to plug my amp into it and then plug the Audio Prism into it also?

Thanks for the responses. I have been thinking of the APC H15 but I have heard that it makes an annoying, clicking sound when it adjusts the voltage. Anyone heard this?

Indeed it does - I suspect that this is a mechanical relay switching. Compared to the sound of the Air Conditioning switching on it is kind of a non issue for me. Mine is hidden away (closed cabinet) so I don't hear it but it is loud enough that you could hear it in a quiet room from across the room. FWIW: You can adjust the tolerance window on the stringency of the conditioning - if you were to find it happening all too often.
