Yes, SME’s characteristic sliding base allows for overhang adjustment. But overhang and Horizontal Tracking Angle are two different things. Oddly enough, the SME manual conflates the two.
HTA is customarily defined as the angle between the cantilever and a line tangent to the record groove. It is set after adjusting for overhang and azimuth.
Here's a photo of a cartridge that seems to have proper overhang, but improper HTA.
