I'm a Sibelius buff and have a whole shelf of Sibelius recordings, multiple versions of the symphonies, tone poems, violin concerto, etc. As you probably know, the Andante Festivo is not one of the better-known Sibelius works and so has not had the large number of recordings that the more popular works have had. I've got a 1982 digital version on BIS by Neeme Jarvi and the Gothenburg Symphony Orchestra, coupled with the Fifth Symphony and Karelia Overture, that gives satisfaction and sounds fine to me (it's part of a truly comprehensive series of Sibelius recordings by this conductor and orchestra for this label). But I don't know the piece well enough to say if it's "the best" version out there.
