do i get afan to keep it cool

that is up to you .

why not find out who builds this amp....contact them and ask if the amp is suppose to run hot ?

i personally wouldnt have bought a piece of equipment that is that cheap.....as if it breaks or something happens to it , are you able to get it fixed....and if so, where do you have to ship it to ?         you will have more into it with shipping / repair than the unit is probably worth.
Have you used tube power amps before. They run hot. With the lights out, can you see a red glow on the EL34 anodes? If so, it's running "hot" and needs a bias adjustment.
Sounds like a LOT more than 8 watts being used don't it. Watts are after the fact, your making a few extra it sounds like.. Does the amp have good air flow? and the aforementioned, biased correctly? You need both, with your standard, valve amp... They run hot... fans are noisy ay?

Regards
I think noromance is on the right track. Tubes are inherently hot.

OP, its normal for tubes to be way too hot to touch. Perfectly normal. Most tubes are hot enough to warm up the top of the amp, at least the area right around them. Anything beyond that, its normal for the transformers and all the rest of the amp to warm up. But these areas should only be warm, never hot, no matter how hard or how long you run it.
