can we get to the bottom of what "rare" means in a FS banner

Your FS RARE rant explained:

(b) is not the ever-repeating, commonplace, dime-a-dozen offering of the usual  "Shyte" (... SIC ..... Its actually spelled a "shite" in the King's English  in the U.K. And Ireland from where it originates.)

As a buyer, you need to think about all that anyway. Rare or not rare.

Never does rare mean something good. Rare has nothing to do with build quality or sound quality. A good component can be just as rare as a POS component.
