eminent technology 8b - need help

Just purchased a used pair of 8b from a deceased owners daughter so have no one to ask about this particular question . From the looks of the pair I have the tweeter attenuator might have been modded . There are no terminals on the speaker to attenuate .There is a cut positive wire that is not plugged off . hard to explain . Going to post 2 pics on my system page of the back .
