Joel, I suggest starting with To Bring You My Love from PJ.  I don't think it's fair to compare her to anyone, the best I can think of is a mash-up of Tom Waits and Garbage.
Big PJ Harvey fan here, and glad to see her getting some love in this excellent thread. For those up for a deeper dive, there are now demo albums for each of her major releases, all of them highly recommended. I got these a month ago and really enjoy these "roughed up" alternative takes on the originals.
