Overhang adjustment on any conventional radial tonearm will affect HTA - period.

Oh no, that's mistaken. If you do that, you'll change the overhang. Instead, you'd loosen the phono cartridge fixing bolts and twist the cartridge in the headshell to achieve proper HTA while also preserving overhang.
