Passive preamp question

Given the extremely low output impedance of a passive preamp, wouldn't they work with any amp, regardless of its input impedence? Is that all there is to it?

Yes? No? Reasons why or why not?

There are different types of passive preamps.  I'm building a transformer based passive pre that will pretty much work to impedance match any amp.

You can try the Schitt Kara, passive, low gain, and high gain switchable.

Certain Hattor preamps also offer the options of passive operation or variable gain.

No kidding!

Now is it logical to say impedance is dependent upon the attenuator and nothing else?

I've been looking at the Hattors for quite a while.
