McCartney is very clear on this and stated such in numerous interviews. There is no common theme among the songs. The Beatles playing themselves is the gimmick.

Couldn't say what the concept is, but it always struck me that it has something on his other great albums from the period (like "Blood on the Tracks"); not so many great songs, maybe, but somehow more of a unity.
