Best options for active speakers $4k or below?
Something with a bit more punch the JBL 708P.https://reverb.com/item/6479051-jbl-708p-7-series-master-reference-studio-monitor
Moving to France
You don't mention how long you're planning to live there, since you want to keep your components I assume it's a temporary move. Step down transformer would be the easiest route. If you're taking a turntable it might not run correct as the 50hz wo...
Bluesound node 2i
The Node2i connects to more than Tidal or Qobuz. Have you checked Spotify or Amazon? Or the other stream sites you can access with the Node2i?
Is there measurement that correlates with cohesive/pinpoint imaging?
I have measurements in REW which shows a nice smooth curve over frequency from 20 hz to 20khz. If the speakers lacked coherence it would show at the crossover points. They were really pretty good before the filters but they did help especially bel...
Streamers in the scheme of things.
What good would an Amber do it doesn't have AES3 out. I looked at a Hermes but I figured it wasn't going to do anything better than the streamers I tried.

Yes, I already shipped them back. I looked at the Pi2AES it was a 4 week time frame on orders. It wasn’t that much cheaper figuring in power supply and case. Everything I stream through roon on Quboz is 192/24 or lower. My flac files are all redbook.

I have the Dutch and Dutch 8c, I never really listened to single drivers at least since the 1970's when I didn't know that's what I had. The D& D are very coherent I guess because they do the crossover in DSP.
More money toward better speakers or a better DAC?
It would have been helpful if you mentioned what DAC you were talking about. The Node2i  DAC isn't very good. The Chord TT2 is a good choice. The RME ADI-2 is a good DAC , Benchmark  DAC3 is another. you're right there are a lot of good DACs which...

Look at active speakers using DSP like Kii and Dutch and Dutch as well as studio monitors.

The Ayre Codex is a beautifully designed DAC with precision written all over the circuitry. To bad it measures like a dog and they wasted all that time reinventing the wheel making it less round. Now what about myrtlewood cable risers??
Shipping. Hard Lesson.
As much as they charge for insurance they shouldn't balk at paying up.
External DAC?
Hard to say they are both really good DACs you won't go wrong whichever you choose.

Your question it seems to me is if you have money to spend where best to use it, speakers or DAC? This is an easy decision speakers by a mile.

JA tells you all you need to know about Borfer Patrol. https://www.stereophile.com/content/borderpatrol-digital-analogue-converter-se-measurements
audiophile grade sub panel and breakers?
My audio system is dead quiet and and I didn't do any of this. I simply plugged a panamax  into the existing outlet. Unless you've had problems with your electrical system or need more capacity I wouldn't worry about it.
