What are fuses used for?
If you have the manuals for your equipment it shows you where to replace a fuse. If you don't have the manuals you can probably download them from the manufacturer.  
Thinking about a new, lower end CD Player
The only CD players I know in that price range with balanced are professional players like tascam or denon that also record . I believe Emotiva? might make one around $600 with balanced. Is there a reason you need balanced?  
Recording streamed music off the internet onto C.D.?
I don't think it's illegal to record from a radio station for non commercial personal use .

The only thing I would suggest ezwicky is at some point to make backups in case of HDD failure as I doubt you want to rip 1500 cd’s more than once.

I was thinking it might be better than the dac in the Sony  which you are using in your main system now and you could use the sony in the second system and not lose any SQ while utilizing the transport from the Arcam. Of course it might not be all...

That 18 amp number was a mistake if you read further down it was clarified to be 29 amps. I am not an expert just going by what I read on benchmarks site and various reviews. Benchmark used the amp at a 2017 show to drive a pair of 4 Ohm PCM monit...

If the transport still works on the arcam you could get an external dac like a schiit modi for $99. I have an older 10 year old Onkyo that I only use for a transport even though the dac still works the newer dac in my integrated sounds a lot bette...

According to Benchmark the amp in bridged mono  the maximum unclipped output voltage is 45.5 Vrms (64.4V peak) into a 4 Ohm load.

In the application notes on calculating the performance of an amplifer/speaker combination under,  ' AHB2 THD+N and Power into 4 OHM BRIDGED MONO' it shows THD+N is .00083% at 518 W. It reaches 1% at about 590 W.  
What are you using as a controller for your audio system?
NAS or stream radio to an integrated Micromega M100 controlled with iPad mini app or spin CD’s on an Onkyo SACD player. I’m considering trying Qobuz when it gets here.
