Does Every Track Sound Great on Your System?
Best to just enjoy the actual music. SQ can vary listening  to different genre recording and media.  
VPI Scoutmaster to HRX
IMO, possibly a lateral move. A non VPI arm and the Phoenix/Sota speed control is what I’d do. Many "better" arms to choose from that you could later use on a future "better" non VPI table. Longtime VPI Classic user. Edit- no upgrade unless ph...

THE Sonus Faber...yawn. Jay is quite fortunate to have such opportunity to play with audio excess. Post Serblin SF just isn't exciting IMO.

Good that you found something less expensive that agrees with your ears. The specs/reviews and cost suggest the Melto will support a table/cart setup multiple levels of an entry level Rega. Interesting that no WOW moments were heard using it.  ... 
Mobile Fidelity Ultradeck
I gave the Ultradeck spin just before it was introduced 6 years ago.  Now a great deck at the closeout price. Worthy of a $1K or so cart as long as you have an equally competent phonostage.  
Advice needed on upgrading tonearm for VPI SCOUTMASTER
If it's just the same arm "updated " I would just try a new cart. Wouldn't a VPI upgrade would be the 10"3d. I don't know if that's  an option-armboard?

Consider a new cartridge. The power cable for your turntable is doing its job-provide power for the motor. It's not a tone control.
