I am the originator of this thread.  I did purchase a preamp from them, and I am happy with the transaction.  I am looking to upgrade my DAC and will be looking there first.  Good people.

Yes very legit...I bought a used ARC Ref 5se. It was also supposed to come with brand new tubes... I emailed them back when it arrived and they sent me a set of brand new tubes for the 5se right away. Very good service and fast delivery. Packaging was very professional.
