Tice Power Block Rocker Switches

I've got a simple one. I had to change the carpet in my man cave. So I am putting everything back together. The Tice Power Block has 2 rocker switches, one on the right and another on the left. I bought it 2nd hand so I don't have any manual. Are both switches supposed to be up or down or split up? Thanks a lot.
