Insure everything over $100 value as that is only what UPS covers with std shipping charges.Also make sure that the shipper clicks the box "adult signature required" when filling out the shipping form.  That way the UPS driver wont toss it against your door like a Frisbee and your dog won't munch it like a milk-bone.

In the rest of the world UPS actually call first over the phone and it’s impossible they will leave a parcel like that when a person is not at home and can’t sign the docs (no matter insured the parcel of not).

Not all UPS deliveries require signature. It costs more and a shipper can choose not to require signature.

The receiver is not party by transport contract so has, as third
party, no rights. But the seller has and is the only one who can
claim rights by the transporter. I always ask ''track& trace''
document and assume that the post with track&trace'' must be
signed for in  America? If so you can claim by PayPal your money back because that is the only way that Victor can prove to have
posted your cart. Your argument is that you deed not received
purchased item. 

Ashamed of myself?   I have been on this sight for years as buyer and a seller . I have always conducted my self with integrity,  to the max.  Victor is irresponsible.  He sent the package to the wrong address, He was supplied with proper information, He has made virtually no effort tp correct problem with UPS, and why would anyone send a 1100.00 package without insurance ,  Viktor requested that I pay through family and friends from Paypal to save 3percent Paypal fees, which I did .  I trusted and suppose I lost.  The lack of integrity is on him
