Best turntable base & tonearm for $1000?

Excel sound corp does not list  compliance in their specs. But it is probably around 12 um/mN. It is better to go with a lighter tone arm because you can always add mass. I would suggest the Mobil Fidelity StudioDeck. It is a beautiful little table with a simple but very effective tonearm. If your resonance frequency is high you just add a head shell weight. 

A big focus is on vibrations... so anything with great dampening would be preffered.

As @noromance  said try to find a used SOTA Sapphire with a Jelco arm

A Sumiko arm is likely to be on many used SOTA they are good arms
