Possible ac line static.

No router, small comsuck 3x4 cable box.

basement has those gas filled long tube lights.

 Lights off, static still present.

cable tv  wire runs behind rack.

preamp b the issue?Aging B&K pro10mc mc?

What does this mean??

What is AC line static and what does it sound like to you?  How old is your amp and pre?

Just go near them with a portable am radio tuned off station around 600khz, turn up the volume, make sure it doesn’t auto mute because it’s off station, and that’s via the air, imagine what they’re injecting into your house mains wiring.

Here it means situation normal. 

It is like a repetitive clicking , or ticking noise from my tweeter.
  Have heard before, I think it’s from our ac line. 

 Switched cables, preamps, etc, same sound.
i use Belden blue jean shielded cables pre to amps.
audio quest cables pre to cd.

 Even with preamp shut off, there is a slight ticking from tweeters.

makes me think it’s the ac line , poor power to house.

 Would a better power strip maybe get rid of the ac line ticking.

i only have the single outlet for my entire system. (2 receptacles)
one is for an older monster power strip w 8 receptacles.

have an older Furman, but only 6 receptacles on that older model.

 

That sounds more like a cap or diode going bad. 

Here's the best test, turn off everything in the house via the panel. If the ticking goes away then yes, it's something else, possibly a router or switch too lose.

If it sticks with you, I'd be concerned the amp is going bad.
By the way, Furman with LiFT and SMP have the best noise filtering I know of. If it's working correctly I don't think you need to switch strips, get your amp checked out.
