KT-88 vs. EL34
KT-88 or EL34 doesn't matter 1%.  It's all about the overall amp design.  No point in conversions if the basic amp is not a good design to start with.   
Best Record You Have Ever heard
The Decca / London recording of the Solti / Vienna performance of Wagner's Ring Cycle, particularly "Gotterdammerung".  The entire box set.  Hands down the VERY BEST vinyl I've heard.  Even the CDs (with a very good DAC) are better than most vinyl.   
Specific Pre-Amp advice
Up your budget and but a Herron Audio VTSP-3a.  There might be a used one around.  Definitely hold out for it.  You shouldn't have to worry about upgrading the pre-amp again.

Need Help Ripping My CD Collection
Audacity.  Period..  VERY flexible.  Converts formats.  Great software without a big learning curve.  And it's free.  And it can edit tunes.  And do playback.  It will not do the dishes or make your bed. 
Anyone know anything about any of this equipment? LINN, AYRE, TICE, ETC.
Try a careful web search.  You can dig up original retail value and what that equipment currently sells for.

Speed monitoring is probably not necessary as long as there is sufficient motor torque.  Reduction of the voltage to the motor will reduce the pulses in the belt drive.  THAT is the real issue.  That can be addressed with a small variostat.  No sp...
