Price to list ad

I'm listing an ad for $1999 and A-gon fee is $39.99!! Is that right? If it is, wow what a price increase.

Is the price then 2% to list the ad, plus $4? And it doesn't matter if it sells or not? Or is the price $4 to list the ad, then 2% of the sale price? I didn't see any specific FAQ section about fees, but maybe I wasn't looking in the right place.
